2025 deadliest year for Ukrainian civilians since full-scale invasion, ombudsman reports

KYIV (Reuters) - Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets reported on May 13 that 2025 was the deadliest year for Ukrainian civilians since the start of Russia's full-scale invasion, with 2,514 civilians killed and 12,142 wounded.
Presenting the 2025 report in the Verkhovna Rada, Lubinets said 19,033 air raid sirens sounded during the year and that 2,500 missiles of various types and 100,000 UAVs were launched toward Ukrainian territory.
"The Russian Federation is the greatest violator of human and civil rights in Ukraine," Lubinets stated.
Since the full-scale invasion began in February 2022, Russia has killed 15,172 Ukrainian civilians, including 686 children, according to data from territory controlled by the Ukrainian government.
"No one knows how many civilians have actually been killed in the temporarily occupied territory of Ukraine, because the Russian Federation does not disclose these figures," Lubinets added.
On May 13, eight people were killed and 11 others wounded in the Dnipropetrovsk region as a result of Russian attacks, Ukrinform reported.
