Trump Pauses Iran Attack, Talks Set Monday

Donald Trump ended the week where he began it: postponing a larger attack on Iran and promising that negotiations might succeed. This pause was harder to present as a free choice. The president said Saudi Arabia, Qatar and the United Arab Emirates had asked him to stop what he called the largest planned US attack since the Second World War, and that talks would begin Monday. Tehran publicly denied that it had requested a halt. After five months of stop-start war, the gap between those accounts matters less than the fact that Washington's freedom of action is narrowing.

The military constraint is now visible. A CENTCOM proposal put before Trump called for a concentrated 10-to-14-day air campaign against Iranian missile and drone capacity. Joint Chiefs chairman General Dan Caine warned that depleted munitions could affect operations, while the Center for Strategic and International Studies said renewed combat would test already diminished Patriot and THAAD interceptor inventories. The administration requested $21 billion in supplemental war funding and $95 billion for munitions in the 2027 defence budget. Those figures make the White House's oscillation between threats and talks look less like deliberate unpredictability and more like rationing.

Iran tested that limit through the week. A ballistic-missile attack on US forces in Jordan ended a pause in fighting, prompting a heavy American strike wave against IRGC targets. US and Saudi forces also hit Iran-aligned groups in Iraq after more than 30 drone attacks in 72 hours. By Thursday, shipping through the Strait of Hormuz had fallen from 82 vessels in the week of July 13 to 39 in the week of July 20, according to Lloyd's List Intelligence. Trump could hit more targets, but every exchange consumed the interceptors needed to defend tens of thousands of American personnel and Gulf partners.

The political reserve is draining as well. A Reuters/Ipsos poll found only 33% of Americans supported the Iran war and 62% opposed it; Republican strategist Alex Conant said the conflict was putting pressure on the party "in a myriad of ways, all of them bad." An AP-NORC poll found most Americans did not consider the war worth fighting, while 72% called preventing higher domestic fuel prices extremely or very important. The pressure helps explain why a claimed diplomatic opening can outweigh the military plan placed on the president's desk.

Two disasters at home showed how little room the federal system has for an all-consuming foreign war. Wildfires around Spokane destroyed at least 600 homes, businesses and other structures and forced 60,000 people to evacuate as Washington Governor Bob Ferguson declared an emergency. Ninety-nine large fires were active across the United States, above the 10-year average for both fires and acreage burned. In Twin Falls, Idaho, 24-year-old Chad Williams killed three people at an In-N-Out Burger before dying from a self-inflicted gunshot wound; police credited an off-duty officer and an armed citizen with diverting his fire.

Monday's talks may still produce a memorandum or another short ceasefire. They will not restore the interceptor magazines, reverse public opinion or reopen Hormuz by announcement. Iran's bet is that it can survive each strike cycle longer than Trump can sustain it. The coming week will show whether the president has secured a negotiating channel or merely bought another interval before the same constraints force the same decision again.
