Ukrainian drones struck a Russian Federal Security Service (FSB) headquarters in the occupied village of Henicheska Hirka in the Kherson region on May 21, 2026, President Volodymyr Zelensky reported, saying the attack killed or wounded around 100 Russian personnel.

The operation, carried out by the Security Service of Ukraine's (SBU) Special Operations Center 'A' (Alpha unit), also destroyed a Pantsir-S1 surface-to-air missile system, Zelensky said in posts on Telegram, Facebook, and X. The Pantsir-S1 is a Russian self-propelled air-defense system designed to protect military and strategic facilities from aircraft, drones, and incoming missiles.

"Russian losses amount to around a hundred occupiers killed and wounded," Zelensky wrote on Facebook. The casualty figure is a Ukrainian claim and has not been independently verified.

Henicheska Hirka is located near the coast of the Sea of Azov and has been under Russian occupation since the early months of Moscow's full-scale invasion in 2022.

"Russians must feel that they have to end this war," Zelensky said. "Ukraine's medium- and long-range sanctions will continue to work."

The strike is the latest in a documented campaign by the SBU's Alpha unit that has targeted Russian air-defense systems and command infrastructure in occupied territory. The attack came on day three of joint Russia-Belarus nuclear drills, as Russian President Vladimir Putin met with Chinese President Xi Jinping in Beijing.
