The meeting reviewed reports on the establishment of a new system for a higher-level open economy to promote the construction of a new development pattern, deepening rural reforms, transitioning from dual control of energy consumption to dual control of carbon emissions, deepening reforms in the oil and gas market system, and the implementation of reforms in the power system. It emphasized the need to better coordinate deep-level reforms and high-level openness, diversify markets, enhance precise investment in industrial chains, and more vigorously promote institutional openness to continuously strengthen new advantages in the open economy. Focusing on key issues such as food security, high-standard farmland construction, the second round of land contract extensions, rural property rights systems, and rural governance systems, it is necessary to adhere to local conditions and classified guidance, tighten responsibilities, safeguard policy bottom lines, and ensure that the province's agriculture, rural areas, and farmers' work leads the way. Efforts should be strengthened to build the foundational capabilities for dual control of carbon emissions, actively explore carbon footprint management, and green electricity and certificate services; accelerate the research, development, and application of green and low-carbon cutting-edge technologies to build a clean, low-carbon, safe, and efficient energy system; and enhance the construction of energy production, supply, storage, and sales systems and new power systems to improve energy security and supply capabilities.

The meeting discussed documents such as the annual work priorities of the Provincial Party Committee's Deepening Reform Committee, noting that this year marks the conclusion of the 14th Five-Year Plan and is also a crucial year for further comprehensive deepening of reforms. It emphasized the need to focus on issues, highlight key points, and tackle difficulties, with a greater emphasis on seeking growth, space, and momentum through reforms. The aim is to consolidate and enhance the positive trend of economic recovery, stimulate the intrinsic motivation of various business and innovation entities, and establish a more comprehensive leading advantage in key areas, laying a solid foundation for the development of the 15th Five-Year Plan.

The meeting emphasized the need to ensure the effective implementation of landmark reform measures, driving the province's reforms to advance further. Efforts should be accelerated to establish a regional technology transfer and transformation center for universities nationwide, creating a two-way interactive mechanism for technology transfer to better channel the "living water" of university innovation into the "soil" of the real economy. The integrated reform of systems and mechanisms for education, science and technology, and talent should be deepened to promote collaborative innovation between universities and high-tech zones, stimulating innovation vitality at its source. Pilot programs for open innovation in the entire biopharmaceutical industry chain, the service sector, and digital trade should be advanced to develop replicable and scalable experiences and practices. State-owned enterprise reforms should be deepened by focusing on core businesses and real industries. Problems frequently reported by private enterprises should be addressed to promote the healthy and high-quality development of the private economy. The institutional system for ensuring and improving people's livelihoods should be strengthened to yield more tangible and accessible reform outcomes.

Members of the Provincial Party Committee's Deepening Reform Commission attended the meeting, and responsible comrades from relevant provincial departments were present as non-voting participants.
