That day, Ukraine's Interfax news agency reported that the Ukrainian side had obtained the text of a new version of the mineral resources agreement proposed by the United States. According to the draft text, the United States and Ukraine would establish a commercial fund, with the U.S. holding a certain percentage of ownership.
It is reported that the document will be signed by Ukrainian Foreign Minister Serhiy and U.S. Secretary of State Rubio. A Ukrainian expert team will initiate efforts to reach a U.S.-Ukraine minerals agreement. During an interview with the media, Stefanchuk, the Speaker of Ukraine's Verkhovna Rada (Parliament), stated that following a meeting between Ukrainian President Zelensky and Keith Kellogg, the U.S. government's special envoy for Ukraine and Russia, a Ukrainian government expert team will be launched next week to work towards a minerals agreement with the United States.
Stefanchuk stated that Ukraine is willing to cooperate with partners on minerals but hopes to obtain concrete security guarantees. Earlier the same day, AFP cited Ukrainian sources reporting that Zelensky is not yet ready to accept the draft mineral agreement between Ukraine and the United States. The source revealed that the current draft lacks binding terms from the U.S. regarding guarantees or investments, with other related provisions also being quite vague. Ukraine has already proposed amendments to the current draft agreement.
