Following these engagements, he provided an interview to Chinese media regarding the details of his trip.
1. As the rotating president of the Security Council this month, China has proposed to convene a high-level meeting titled "Upholding Multilateralism, Reforming and Improving Global Governance." What are the objectives and considerations of China in this initiative?
Wang Yi: This year marks the anniversary of the founding of the United Nations, serving as a pivotal year that bridges the past and the future. The current international landscape is increasingly complex and intertwined, with deficits in peace, development, and governance continuing to escalate, placing global governance at a historical crossroads. The international community is eagerly anticipating how the United Nations will play its role and jointly address global challenges and regional hotspots. As the rotating president of the Security Council this month, China is fulfilling its due obligations by convening a high-level Security Council meeting to discuss "Practicing Multilateralism and Reforming and Improving Global Governance." This initiative aims to revisit the original intent behind the establishment of the United Nations, gather consensus on practicing multilateralism, and inject new momentum into strengthening global governance. China's proposal has received enthusiastic responses from various parties, including UN Secretary-General Guterres and foreign ministers from multiple countries, with a record number of high-level representatives attending the meeting. During the discussions, it was widely acknowledged that the role of the United Nations is indispensable, the trend of multilateralism is irreversible, and the reform and improvement of global governance cannot be delayed. Under the current circumstances, the role of the United Nations must not be weakened but strengthened, and its status must be maintained and not replaced.
At the meeting, China articulated its propositions for building a fair and reasonable global governance system. Firstly, it emphasized the principle of sovereign equality. In advancing global governance, all countries have the right to participate equally, make decisions equally, and benefit equally. It is essential to respect the autonomous choices of the people of each country and to uphold international rule of law. Secondly, it stressed fairness and justice. International affairs should no longer be monopolized by a few countries, nor should the fruits of development be exclusively enjoyed by a few. Southern countries have the right to propose and safeguard their legitimate rights and interests. Thirdly, it advocated for unity and cooperation. Adhering to the principle of consultation, joint contribution, and shared benefits, it suggested replacing confrontation with collaboration, preventing multiple losses with win-win outcomes, and breaking "small circles" with "great unity." Fourthly, it focused on action orientation. Instead of empty slogans, it called for solving problems and collaboratively implementing the "Future Pact," transforming beautiful visions into rich practices. China's propositions were positively echoed by the participating countries. All parties believed that this meeting marked the beginning of the activities commemorating the anniversary of the United Nations' founding. China's propositions were timely and reasonable, providing a Chinese solution for advancing global governance and demonstrating China's responsibility.
China is willing to take the anniversary of the founding of the United Nations as an opportunity to work with all parties to draw wisdom from history, usher in a new era of multilateralism, build a fair and reasonable global governance system, and promote the construction of a community with a shared future for mankind.
2. The current Munich Security Conference focuses on the topic of multipolarity. Under the current complex and turbulent international situation, how does China believe multipolarity should be advanced?
China will be a definitive factor in the multipolar system and will steadfastly serve as a constructive force in a changing world.
We advocate for equal treatment, upholding equality in rights, opportunities, and rules, treating all countries, big or small, equally, enhancing the representation and voice of developing countries in the international system, and ensuring that every country can find its place in a multipolar system. We insist on respecting the rule of law, especially adhering to the purposes and principles of the United Nations Charter. Major countries should lead by example in integrity and the rule of law, resolutely abandoning zero-sum games, not reverting to the law of the jungle, and avoiding double standards in complying with international law. We call for the practice of multilateralism, advocating a global governance concept of consultation, joint construction, and sharing, maintaining the authority and status of the United Nations, and strengthening unity and shared responsibility in addressing global challenges and difficulties. We support open and win-win cooperation, recognizing that protectionism is not a solution, that "decoupling and severing chains" cuts off opportunities, and that "small courtyards with high walls" isolate oneself. We must support an equal and orderly world multipolarity with inclusive and beneficial economic globalization.
3. Both the G20 Foreign Ministers' Meeting and the Leaders' Summit are being held on the African continent for the first time. What are China's expectations for this year's G20 cooperation?
China has proposed to listen to African voices, pay attention to African concerns, support African actions, and empower African development through G20 cooperation to achieve common prosperity and progress.。
Under the current circumstances, the G20 should more resolutely uphold multilateralism, strengthen unity and cooperation, avoid division and confrontation, and oppose bloc confrontation. It is essential to adhere to the principles of consultation, joint contribution, and shared benefits, viewing each other as partners rather than rivals, and considering each other's development as opportunities rather than challenges. The development agenda should continue to be prioritized on the G20's agenda, translating the spirit of multilateralism into concrete actions that support sustainable development. China is willing to work with all parties to encourage the G20 to make more efforts for global growth and the well-being of the people.
4. Recently, there have been comments suggesting that internal divisions within the West are intensifying. During this visit to the UK and Ireland, and through meetings and discussions with political leaders from various European countries, how do you view the current state of China-Europe relations?
Wang Yi: China consistently views China-Europe relations from a strategic and long-term perspective, considering Europe as a key direction in China's major-country diplomacy with distinctive features and a crucial partner in realizing Chinese-style modernization. The China-Europe relationship is not targeted at, dependent on, nor subject to any third party.
No matter how the international situation changes, China will work with the European side to summarize the successful experiences in the development of bilateral relations, anchor the correct positioning of the partnership, adhere to the main theme of mutually beneficial cooperation, handle differences and disparities through dialogue and consultation, and continue to be strategic partners who respect each other, trust each other, and maintain long-term stability.。
Five. The Ukraine crisis has persisted for nearly a year, drawing significant attention from the international community regarding the direction of the situation. Recently, there have been numerous voices and propositions advocating for peace talks. What is China's perspective on this matter?
Wang Yi: China has consistently advocated for the resolution of all hotspot issues through dialogue and consultation, and political solutions. China is neither the creator of the Ukraine crisis nor a party involved, but we have not stood by idly, nor have we sought to profit from the situation. Over the past three years, we have actively promoted peace and dialogue in accordance with the important principles of "Four Shoulds" proposed by President Xi Jinping, and have co-initiated the establishment of the "Friends of Peace" group with Brazil and other countries from the Global South, gathering a common voice from the Global South to promote the resolution of the Ukraine crisis. The development of the situation has proven that China's stance is objective, fair, rational, and pragmatic, reflecting the broad consensus of the international community.
China is willing to continue playing a constructive role in the political resolution of the Ukraine crisis, taking into account the concerns of the international community, especially those of the Global South, based on the requests of the parties involved.
The second phase of negotiations to resolve the Gaza issue has been postponed, and the conflict in Gaza could reignite at any moment. What is China's stance on promoting the resolution of the Palestinian issue in the next phase?
The reconstruction of Gaza should first and foremost respect the will of the Palestinian people, especially those in Gaza, and should promptly formulate a plan acceptable to all parties.
China will continue to make efforts to promote a comprehensive, just, and lasting resolution to the Palestinian issue and to achieve long-term peace and stability in the Middle East.
7. During this visit, I engaged in dozens of exchanges with foreign ministers and political dignitaries from various countries. What are your overall impressions?
Peace and stability are the common pursuit of the international community,绝大多数国家都希望战火平息,期待热点降温,担忧分裂对抗,反对动辄诉诸武力。第二,Development and prosperity are the urgent expectation of all countries,全球南方国家追求发展振兴的愿望更加迫切,尤其重视可持续发展和绿色转型。 Expecting China to play a role is a universal call。
President Xi Jinping, with a global perspective and focusing on the well-being of humanity, has proposed the important concept of building a community with a shared future for mankind and three global initiatives, contributing Chinese wisdom and solutions to the common challenges faced by nations. No matter how the international situation changes, China will maintain strategic focus, using its own certainty to resolve all external uncertainties. We will steadfastly manage our own affairs well, vigorously advance Chinese-style modernization, while also taking on the responsibilities and obligations of a major country, practicing true multilateralism, firmly upholding the international system with the United Nations at its core, the international order based on international law, and the basic norms of international relations based on the purposes and principles of the UN Charter. We will steadfastly support the principles of free trade and the multilateral trading system, more actively participate in global development efforts, and work with all countries, especially those in the Global South, to strive for world modernization and tirelessly work towards the lofty goal of building a community with a shared future for mankind.
