Cao Xingxin, former member of the Party Leadership Group and Vice President of China Unicom, has been expelled from the Party and dismissed from public office for serious violations of discipline and law.

Approved by the Central Committee of the Communist Party of China, the Central Commission for Discipline Inspection and the National Supervisory Commission have initiated a disciplinary review and investigation into the serious violations of discipline and law by Cao Xingxin, former member of the Party Leadership Group and Deputy General Manager of China United Network Communications Group Co., Ltd.

Upon investigation, it was found that Cao Xingxin has a weak political consciousness, is disloyal and dishonest to the Party, and resists organizational scrutiny. He lacks organizational principles, seeking benefits for others in the selection and appointment of cadres. He has breached the bottom line of integrity by illegally accepting monetary gifts and engaging in power-for-sex and money-for-sex transactions. He has improperly intervened and meddled in law enforcement activities. Taking advantage of his position, he has sought benefits for others in project contracting, job arrangements, and promotions, and has illegally accepted substantial amounts of money and valuables.

Cao Xingxin seriously violated the Party's political discipline, organizational discipline, integrity discipline, work discipline, and life discipline. His actions constituted severe duty-related violations and suspected bribery crimes. Moreover, he showed no signs of restraint even after the 18th National Congress of the Communist Party of China, reflecting a grave nature and causing a detrimental impact. He must be dealt with severely.

In accordance with the relevant provisions of the "Regulations of the Communist Party of China on Disciplinary Actions," the "Supervision Law of the People's Republic of China," and the "Public Officials Governmental Sanctions Law of the People's Republic of China," and after deliberation by the Standing Committee of the Central Commission for Discipline Inspection and approval by the Central Committee of the Communist Party of China, it has been decided to expel Cao Xingxin from the Party. The National Commission of Supervision will dismiss him from public office, confiscate his illicit gains, and transfer his suspected criminal issues to the procuratorial organs for legal review and prosecution, along with the involved assets.
