According to the news from the Yunnan Provincial Commission for Discipline Inspection and Supervision, Qi Jianxin, the former governor of the Diqing Tibetan Autonomous Prefecture government in Yunnan Province, and Jiang Chu, the former standing committee member and former executive deputy governor of the prefectural committee, have been expelled from the Party and dismissed from public office.

Public records show that Qi Jianxin was born in [year and month], of Tibetan ethnicity, from Shangri-La, Yunnan. He has served as a member of the Standing Committee of the Baoshan Municipal Committee and Secretary of the Municipal Commission for Discipline Inspection in Yunnan Province, a member of the Standing Committee of the Diqing Prefectural Committee and Secretary of the Prefectural Commission for Discipline Inspection, and Deputy Secretary of the Diqing Prefectural Committee and Governor of the Prefecture. The anti-corruption TV documentary "Advancing Deeply," which aired in Yunnan this month, revealed that in a certain year, Qi Jianxin met Qiu, a shareholder of a construction company, and helped him secure construction projects, accepting his first bribe, which led to an uncontrollable series of corrupt acts. From that year until 2019, his corrupt activities spanned many years. Each act of taking bribes made it increasingly difficult for him to stop.
In his confession, Qi Jianxin wrote: "Time and time again, from Boss Qiu to Boss Li, Boss Lang, and so on, the desire for corruption made me lose my bottom line. The ability to cover the sky with my hand and 'steal the bell by covering my ears' severely damaged my original mission." Qi Jianxin said: "He (a certain boss) wanted to buy me a house, so he chose a villa, which was worth millions. A local private business owner asked me to help him secure some construction projects and also gave me a villa worth over eight million yuan."
Upon investigation, it was found that Qi Jianxin had lost his ideals and convictions, abandoned his original mission, was disloyal and dishonest to the Party, and resisted organizational scrutiny. He disregarded the spirit of the Central Committee's eight-point decision on improving Party and government conduct by accepting gifts and money that could influence the fair execution of his official duties. He violated organizational principles by concealing his family's real estate holdings and failing to truthfully explain issues during organizational inquiries. In the promotion of cadres, he used his authority or influence to benefit others. He breached the bottom line of integrity by having others pay for expenses that should have been borne by himself, his relatives, and specific related persons, and used his official influence to secure private benefits for his relatives in project contracting. He improperly intervened and meddled in judicial activities. He took advantage of his position to benefit others in project contracting and illegally accepted substantial amounts of money and valuables.
Qi Jianxin has seriously violated the Party's political discipline, the spirit of the Central Committee's eight-point decision on improving Party and government conduct, organizational discipline, integrity discipline, work discipline, and life discipline. His actions constitute serious duty-related violations and are suspected of bribery. Moreover, he has not restrained or ceased his misconduct after the 18th National Congress of the Communist Party of China, demonstrating a severe and detrimental nature that warrants strict punishment. In accordance with the "Regulations on Disciplinary Actions of the Communist Party of China," the "Supervision Law of the People's Republic of China," the "Law on Administrative Sanctions for Public Officials of the People's Republic of China," and other relevant regulations, after deliberation by the Standing Committee of the Yunnan Provincial Commission for Discipline Inspection and approval by the Yunnan Provincial Committee of the Communist Party of China, it has been decided to expel Qi Jianxin from the Party. The Yunnan Provincial Supervisory Commission has decided to dismiss him from public office, confiscate his illegal gains, and transfer his suspected criminal issues to the procuratorial organs for legal review and prosecution, along with the related assets.

In accordance with the "Regulations on Disciplinary Actions of the Communist Party of China," the "Supervision Law of the People's Republic of China," and the "Administrative Sanctions Law for Public Officials of the People's Republic of China," and after deliberation by the Standing Committee of the Yunnan Provincial Commission for Discipline Inspection and approval by the Yunnan Provincial Committee, it has been decided to expel Jiang Chu from the Party; the Yunnan Provincial Supervisory Commission has decided to dismiss him from public office; his illegal gains from disciplinary violations will be confiscated; and his suspected criminal issues will be transferred to the procuratorial organs for legal review and prosecution, with the involved assets also being transferred.
