Study Times 丨 Difficulties and challenges are not unsolvable
Currently, the private economy is facing some difficulties and challenges, which generally arise during the process of reform and development, as well as industrial transformation and upgrading. This situation highlights the broad prospects for the development of the private economy. It provides a guide for action for private enterprises to correctly understand the opportunities and challenges in the development of the private economy, and for private entrepreneurs to strengthen their confidence in development and to play a significant role in the new journey of Chinese-style modernization.
But why does the current development of the private economy still face some difficulties and challenges? How should we accurately, dialectically, and objectively view the contradictions and difficulties in the current development of the private economy? From the perspective of development, the progress of things moves forward through the movement of contradictions. Contradictions are omnipresent and timeless; some old contradictions still exist due to the constraints of outdated ideologies and incomplete reforms of systems and mechanisms. While some old contradictions are resolved, new ones emerge as things develop. Contradictions are indeed the intrinsic driving force behind the development of things; without contradictions, there would be no development.
Currently, the development of the private economy in our country still faces some persistent issues such as difficulties and high costs in financing for private enterprises, and unfair market access. There are also problems of delayed payments to private enterprises caused by the "scarring effects" of the pandemic. Additionally, some local departments engage in illegal law enforcement that harms the legitimate rights and interests of private enterprises and entrepreneurs. Moreover, in the face of new technological changes and industrial upgrading waves, there are systemic lags in the process of transforming old and new growth drivers and vigorously cultivating new productive forces. These contradictions and problems have emerged during the process of reform and development and industrial transformation and upgrading. They are contradictions within the reform and troubles in development, and they must inevitably be resolved through reform and development. It is essential to recognize that this series of old and new contradictions is partial, temporary, and surmountable, rather than being overall, long-term, and unsolvable.
Why is this so? Firstly, the commitment to and improvement of the socialist basic economic system, and the adherence to the "two unwavering" policy are steadfast, serving as the overarching direction and general principle for promoting the healthy development of the private economy. We must not let partial issues replace overall judgment. Secondly, the fundamental aspects of China's economic development that have been favorable in the long term have not changed and will not change. The immense resilience and vitality of China's economic development are bringing ample new opportunities and new spaces for the development of the private economy. Currently, the innovative brilliance displayed by a large number of private high-tech enterprises in fields such as new energy and artificial intelligence is strong evidence of this.
Finally, in recent years, the Party Central Committee and relevant departments have introduced a series of systematic and coordinated policy measures to promote the development of the private economy and overcome institutional barriers to development. Within the socialist system with Chinese characteristics, the increasingly robust and improved socialist market economy system and the socialist legal system with Chinese characteristics will provide stronger institutional guarantees for the healthy and substantial development of the private economy.
From this perspective, there is no reason for the vast number of private enterprises and entrepreneurs to hesitate in the face of temporary difficulties and challenges. Instead, they should strengthen their confidence in development, recognize the general trend amidst difficulties and challenges, and see the prospects, the light, and the future. By vigorously promoting the entrepreneurial spirit of the new era, embracing the ambition to serve the country, focusing on development, operating lawfully and wisely, and promoting common prosperity through initial wealth, private enterprises and entrepreneurs can play a significant role in advancing the bright prospects of Chinese-style modernization. By stimulating the internal dynamics of enterprises, concentrating on strengthening, optimizing, and expanding businesses, and firmly acting as builders of socialism with Chinese characteristics and promoters of Chinese-style modernization, private enterprises and entrepreneurs should showcase their capabilities. Achieving a successful conclusion to the 14th Five-Year Plan and opening a new chapter for the development of the private economy in the 15th Five-Year Plan, private enterprises and entrepreneurs are right on time.
