The Third Plenary Session of the 20th Central Committee of the Communist Party of China has incorporated the acceleration of the comprehensive green transformation of economic and social development into the overall goal of further comprehensively deepening reforms. Recently, the Central Committee of the Communist Party of China and the State Council issued the "Opinions on Accelerating the Comprehensive Green Transformation of Economic and Social Development," proposing to lead with the work of carbon peaking and carbon neutrality, synergistically advance carbon reduction, pollution reduction, green expansion, and growth, deepen the reform of the ecological civilization system, and improve the green and low-carbon development mechanism. Adhere to comprehensive transformation, firmly establishing the concept that green mountains and clear waters are as valuable as gold and silver, integrating the requirements of green transformation into the overall economic and social development, and promoting green transformation in all aspects, all fields, and all regions. Adhere to collaborative transformation, fully considering the actual development situations of different regions and industries, combining coordinated advancement with key breakthroughs, and scientifically setting the timetable, roadmap, and construction plan for green transformation. Starting from the actual development of the economy and society, focus on accelerating the formation of a spatial pattern, industrial structure, production methods, and lifestyle that conserve resources and protect the environment, and deepen the green transformation in related key areas. In terms of spatial pattern, in line with the requirements of high-quality development, set clear boundaries and frameworks for development, and create highlands for green development by integrating with major regional strategies. In terms of industrial structure, expand the incremental and optimize the stock, promote the green and low-carbon transformation and upgrading of traditional industries, vigorously develop green and low-carbon industries, and accelerate the coordinated transformation and development of digitalization and greening. In terms of energy transition, promote the clean and efficient use of fossil fuels, vigorously develop renewable energy, accelerate the construction of a new type of power system, and steadily advance the safe, reliable, and orderly replacement of new and old energy sources. Accelerate the improvement of support policies for green transformation. Adhere to the combination of goal orientation and problem orientation, build a fiscal, financial, investment, and pricing policy system and market-based mechanisms conducive to green transformation, and improve the green and low-carbon standard system. Strengthen fiscal and tax policies, actively construct a fiscal and tax policy system that promotes green and low-carbon development and efficient resource utilization, and improve the green tax system. Diversify financial instruments, extend the implementation period of carbon emission reduction support tools, research and formulate transformation finance standards, and orderly promote the innovation of carbon finance products and derivatives, as well as the development of green insurance. Optimize investment policies, increase support from central budgetary investment, guide and regulate social capital participation in green and low-carbon project investment, construction, and operation, and accelerate the formation of high-quality green and low-carbon assets. Improve pricing policies, deepen reforms in electricity pricing, refine water pricing policies, and establish a pricing adjustment mechanism in the resource and environmental sectors that encourages conservation and penalizes waste. Strengthen market-based mechanisms, improve the value realization mechanism for ecological products, advance the construction of a national carbon market, and enhance policy coordination in market-based mechanisms such as green electricity, green certificates, and carbon trading. Build a standard system, establish a carbon peak and carbon neutrality standard system, accelerate the upgrade of energy efficiency standards, and improve the standard systems for renewable energy and industrial green and low-carbon development.
