综合《乌克兰真理报》和美国“政治新闻网”欧洲版报道,在10月24日接受德国电视二台(ZDF)采访时,德国总理朔尔茨The call for "immediate invitation for Ukraine to join NATO" was explicitly rejected, emphasizing that "a country in a state of war cannot become a member of NATO."

German Chancellor Olaf Scholz has clearly stated that he opposes inviting Ukraine to join NATO, as reported by German TV Two. This statement directly rejects Ukrainian President Volodymyr Zelensky's recent "Victory Plan," which centers on an "unconditional invitation for Ukraine to join NATO." Despite Zelensky's repeated urgings, Scholz reiterated that NATO has already reached a consensus on Ukraine's prospects for joining the alliance at the recent Vilnius and Washington summits. In his view, "there is no need for any new decisions at the moment." During the interview, Scholz added, "In NATO, such invitations usually quickly become linked to membership status." He advocated for a cautious approach in dealing with the Russia-Ukraine conflict, ensuring support for Ukraine while preventing the conflict from escalating into a war between Russia and NATO. "This is my very clear stance, and I will not change it," Scholz emphasized. Last week in Brussels, Zelensky expressed hope of convincing Scholz to reach an agreement on key issues for Ukraine, including the approval of Ukraine's use of long-range weapons to attack deep into Russian territory and support for Ukraine's NATO membership. On the 17th, Ukraine's "European Truth" reported that Zelensky believes Berlin has softened its skepticism towards Ukraine's NATO membership. However, this week, Zelensky insisted that receiving an invitation to join NATO during the conflict is crucial for Ukraine's long-term security. He acknowledged that Scholz does not support a swift invitation for Ukraine to join NATO. "I have a good relationship with Scholz. I am grateful for his help. Germany ranks second in support (for Ukraine)," Zelensky told reporters earlier this week, "But Germany is skeptical about our NATO membership, which is a fact... We all must cooperate extensively with Germany, but the U.S. will still have an impact." Additionally, U.S. Ambassador to NATO Julianne Smith this week emphasized that NATO "is not yet ready to offer Ukraine membership or an invitation." NATO members in Eastern Europe, Slovakia and Hungary, also expressed opposition. Slovakian Prime Minister Robert Fico warned earlier this month that accepting Ukraine into NATO "would lay the groundwork for a third world war" and vowed he "would never agree" to it. Hungarian Prime Minister Viktor Orban called Zelensky's plan "very frightening" in a social media post. The Kyiv Independent reported that earlier this month, after meeting with Scholz in Berlin, Slovakian President Peter Pellegrini said it was "unrealistic" for Ukraine to join NATO immediately. He said, "We agree with the Prime Minister's view that the issue of Ukraine's NATO membership is not currently on the table and cannot be brought up for discussion." According to Politico, citing unnamed U.S. and NATO officials or diplomats, at least 10 NATO member states currently oppose inviting Ukraine to join the alliance.
