At the BRICS New Industrial Revolution Partnership Forum recently held in Xiamen, China, Russia, Brazil, and other countries' authorities jointly released the "International Cooperation Initiative on New Industrialization." This initiative, which consolidates the consensus of all parties, serves as a "vivid annotation" for BRICS countries' scientific and technological cooperation.

"Over the years, the field of scientific and technological cooperation among BRICS countries has continuously expanded, with increasingly fruitful results. This not only effectively promotes the economic and social development of BRICS countries but also benefits the people, making the 'quality' of BRICS cooperation even stronger," said Professor Wang Lei, Director of the BRICS Cooperation Research Center at the School of Government, Beijing Normal University.

The technological cooperation among BRICS countries has a long history. Under the impetus of a series of consensus and cooperation mechanisms, the technological cooperation among BRICS countries has yielded abundant fruits: the Jamara wind power project in the small Brazilian town of João Camara, relying on Chinese investment and technology, has brought a steady supply of clean electricity to thousands of households; South African research teams have utilized Chinese geospatial technology to conduct ecological security monitoring, driving the promotion and utilization of this technology in South Africa; Chinese and Russian experts have jointly developed streetlights suitable for Russia's cold climate...

In Wang Lei's view, the BRICS countries engaging in technological innovation cooperation can facilitate leapfrog development and enhance international competitiveness. The BRICS countries have developed their own technological advantages in different industrial fields. By conducting joint research and development cooperation, they can better compensate for their shortcomings, create complementary effects, and thus achieve coordinated development in the global technological competition.

As a founding member of BRICS and a promoter and builder of BRICS cooperation, China actively promotes scientific and technological cooperation among BRICS countries, demonstrating its great power responsibility through concrete actions.

At the 15th BRICS Summit held in the year, Chinese President Xi Jinping proposed specific measures to enhance practical cooperation among BRICS countries, announcing the establishment of the "China-BRICS New Era Science and Technology Innovation Incubation Park" and exploring the creation of the "BRICS Global Remote Sensing Satellite Data and Application Cooperation Platform."

For a long time, China has actively promoted enhanced exchanges and cooperation among BRICS countries, facilitating technology transfer: the BRICS International Technology Transfer Center, unveiled in Kunming, has collected more than items of international transfer cooperation project demands, and the "China-BRICS New Era Science and Technology Innovation Incubation Park" established in Xiamen has achieved extensive and orderly transfer and transformation of scientific and technological innovation achievements among BRICS countries...

"A single flower does not make spring; a hundred flowers in full bloom bring spring to the garden." China is actively promoting the transfer of science and technology under the BRICS cooperation mechanism, ensuring that technological achievements are accessible and beneficial to more people, said Wang Lei.

Taking space cooperation as an example, in Brazil, the China-Brazil Earth Resources Satellite guards the tropical rainforest; in Egypt, the China-aided Egypt-2 Satellite meets the needs of Egyptian users in agriculture, forestry, urban construction, and other fields...

China's space program not only provides "turnkey" solutions but also "trains apprentices." Qian Hang, an aerospace science education expert, stated that during the joint development of the Egypt-2 satellite with China, the Chinese side has cultivated local aerospace talents for Egypt, promoted technology transfer, and built local infrastructure for spacecraft development, further facilitating the "going global" of China's aerospace technology and standards, and sharing the opportunities of aerospace development with BRICS countries.

After years of cooperative development, the BRICS countries have seen their share of global R&D expenditure, high-tech product exports, and scientific journal article publications continue to rise, while their contribution to global economic growth has also been steadily increasing.

Qian Hang stated that in the future, countries should work together to enhance and upgrade the quality of the mechanism for scientific and technological innovation cooperation, making BRICS tech cooperation more substantial, significant, and dynamic.
