Document Introduction

As a middle-income country, Algeria is advancing significant economic, political, and environmental reforms. With a Human Development Index of 0.745 (ranking 96th among 191 countries), it still faces challenges such as a mono-economic structure, insufficient youth and female employment, and climate change response. In 2020, impacted by falling oil prices and the COVID-19 pandemic, GDP contracted by 5.1%. Although a recovery growth of 3.8% was achieved in 2021, issues like high food prices and insufficient job opportunities remain urgent to address.

This document is the United Nations Development Programme (UNDP) Country Programme for Algeria (2023-2027), formulated to support Algeria in implementing the 2030 Agenda for Sustainable Development. It is closely aligned with Algeria's Government Action Plan 2021-2024 and the United Nations Sustainable Development Cooperation Framework (UNSDCF), clearly outlining UNDP's contribution pathways in three core outcome areas. The formulation process extensively incorporated inputs from government agencies, civil society, academia, the private sector, and bilateral/multilateral partners, reflecting a multi-stakeholder collaborative governance concept.

In the area of Nature, Climate, and Energy, the programme focuses on four main directions: strengthening environmental governance capacity, sustainable management of natural resources, advancing energy transition, and preventing and controlling major risks. It aims to assist Algeria in achieving its national commitments of reducing greenhouse gas emissions by 7%-22% and increasing the share of renewable energy in electricity generation to 27% by 2030. In the area of Inclusive Economic Growth, the focus is on addressing youth and female unemployment and promoting economic diversification through measures such as labor market skills matching, development of Micro, Small, and Medium-sized Enterprises (MSMEs), and fostering a green circular economy. In the area of Democratic Governance, efforts center on strengthening institutional frameworks and social cohesion around themes like transparency and accountability, participation of women and youth, optimization of public services, and advancement of judicial justice.

The programme adopts the National Implementation Modality, supplemented by shared accountability, risk early warning mechanisms, and social and environmental safeguards to ensure implementation quality and inclusivity. The monitoring and evaluation system adheres to SMART criteria, integrates gender analysis and knowledge management mechanisms, and ensures adaptive adjustments to the programme through independent thematic evaluations and annual reviews. Regarding resources, the total programme budget amounts to 27.246 million US dollars, comprising 2.476 million in regular resources and 24.77 million in other resources. Implementation pathways will be expanded through innovative financing instruments and mechanisms such as South-South and triangular cooperation, providing crucial support for the realization of Algeria's New Algeria Vision and the achievement of the Sustainable Development Goals.
