Document Introduction

We live in an era of turbulence, characterized by uncertain prospects and overlapping multiple crises. The tectonic plates of global politics are shifting, environmental tipping points are increasingly imminent, technological development is rapid, and population growth is beginning to decline in many countries. In Finland, economic growth has stagnated, and a public finance crisis is challenging the funding and service promises of the welfare state. The current situation feels like one upheaval has not yet subsided before the next one follows. Rapidly erupting crises intertwine with slowly burning ones, making it increasingly difficult to see our present circumstances clearly, let alone the direction of the future.

This report aims to support decision-makers by analyzing megatrends to better understand the overall picture of change and the root causes of the current turbulent era. The core of the report is not simply listing global megatrends but providing an in-depth interpretation of these trends from Finland's unique perspective. We focus on four key themes: Population and Culture, Power and Politics, Nature and Resources, and Technology and Economy. For each theme, the report systematically explores the constraints on Finland's future development (i.e., the boundary framework shaping the future), the ongoing changes, and the opportunities that can be seized. Furthermore, the report identifies potential Black Swan events that could overturn expectations to enhance awareness of future uncertainties.

In the realm of Population and Culture, Finland is rapidly moving towards a society where the elderly are the majority and the young are the minority. Extremely low fertility rates and population growth reliant on immigration constitute fundamental constraints, while increasing life expectancy is both a major achievement and an opportunity. The report explores how to build a society characterized by long life courses and diversity, which requires continuous learning, new forms of community, and the valuing of diversity. The Power and Politics section points out that a new world order is forming, and Finland must define its position and goals within this process. Democracy is under pressure on multiple fronts, and the report emphasizes the need to invest in reliable information, opportunities for civic participation, and democratic innovation to defend and renew democracy.

The Nature and Resources theme starkly notes that human activity has exceeded the boundaries of the Earth's carrying capacity, and the consequences of climate change and biodiversity loss are intensifying. Finnish society urgently needs reform to enhance the vitality of nature. Opportunities lie in the circular economy, strengthening natural capital, renewable energy, and nature-based health services. At the Technology and Economy level, Artificial Intelligence (AI) is reshaping the foundations of society, posing challenges to knowledge institutions such as research, education, and decision-making. The report analyzes how to learn to use AI and its impact on society, pointing out that the responsible application of AI can enhance productivity and create competitive advantages. The combined use of disruptive technologies represents a major strategic opportunity for Finland.

In summary, while many specific opportunities exist, the megatrends and the current turbulent era collectively point to a broader, more fundamental need for reform. Finland needs a new social contract—a fresh and inspiring promise for the future. This contract could be built upon a vibrant democratic culture, the strengthening of nature's vitality, bold and sustainable use of technology, a renewed welfare state, and the collaboration of a diverse, longer-living population. The report concludes that if we are truly committed to this, Finland is fully capable of succeeding on the path towards a prosperous future.
