The core objective of the document is to refresh the national development framework, build a robust platform for Pakistan to join the ranks of upper-middle-income countries by 2025, and ultimately, by the nation's centennial in 2047, position Pakistan among the world's top 10 economies.
The report provides an in-depth analysis of Pakistan's slow per capita income growth over the past decade (averaging below 3% annually), contrasting it with the rapid growth (6%-9% annually) of countries like Bangladesh, China, India, South Korea, and Sri Lanka. The study indicates that if this trend continues, by 2047, the per capita income levels of these countries could be 4 to 8 times that of Pakistan. The report attributes a significant reason for the relative growth lag to the lack of a clear national vision supported by sustained political commitment. Therefore, Vision 2025 aims to serve four core functions: forging consensus among domestic and international stakeholders on the nation's future direction; setting future goals and expectations, translating them into concrete roadmaps and coherent strategies for balanced human, social, and economic development; providing a conceptual platform for restoring sustainable and inclusive growth; and offering localized concepts and pathways for achieving all globally agreed-upon goals, including the Millennium Development Goals.
To achieve these ambitious goals, the report identifies five key enabling factors. These five factors constitute the prerequisites and foundational environment for achieving transformative change, including: a shared vision collectively owned by all citizens; political stability and policy continuity, which are common experiences of successful developing nations; an internal environment of peace and security that enables investment, growth, and economic recovery; the rule of law ensuring contract enforcement, market regulation, and protection of citizens' fundamental rights; and social justice aimed at establishing an ethical and fair society where the fruits of prosperity and development benefit all. The report emphasizes that these enablers are interconnected and collectively support the implementation of the development pillars.
Building upon the enabling factors, the document further outlines seven development pillars that underpin Pakistan Vision 2025. These pillars cover the core areas of national transformation, specifically including: achieving sustainable, indigenous, and inclusive growth; ensuring energy, food, and water security; implementing democratic governance, institutional reform, and public sector modernization; investing in human and social capital; promoting private sector-led growth; developing a competitive knowledge economy through value-added activities; and modernizing infrastructure and enhancing regional connectivity. The report concludes by stating that transformation begins with an inspiring vision, but its realization ultimately depends on the recognition and active contribution of all Pakistani people to that vision, which is the only true guarantee for ensuring the vision's implementation and the achievement of the nation's common goals.
