Document Introduction
This report is the annual work plan released by the European Commission on February 11, 2025. Its core vision is to advance the European Union towards a more decisive, streamlined, and efficient union. In the field of defense and security, the plan responds to the challenges of geopolitical conflicts and diversified security threats. It introduces multiple initiatives such as the White Paper on the Future of European Defense, the EU Preparedness Union Strategy, and the Critical Medicines Act. Simultaneously, it strengthens institutional development for border security, cybersecurity, and combating transnational crime, building a multi-layered security protection system.
The social equity and quality of life section focuses on public concerns. Through initiatives like the European Pillar of Social Rights Action Plan, Skills Alliance, and the 2030 Consumer Agenda, it seeks to balance economic development with social inclusion. In the environment and resources domain, with the revision of the Climate Law, the Vision for Agriculture and Food, and the Water Resilience Strategy at its core, it promotes the synergistic development of green transition and food security.
In the dimensions of democratic protection and global cooperation, the plan proposes initiatives such as the European Democracy Shield, the Women's Rights Roadmap, and the Mediterranean Pact. These aim to strengthen internal consensus on values while expanding external strategic partnerships, particularly focusing on cooperation layouts for key regions like the Black Sea area and India.
The report also includes four annexes: Evaluation and Adaptability Checks, Pending Proposals, Withdrawn Proposals, and Regulations Proposed for Repeal.
