Document Introduction

Kazakhstan, as the largest country in Central Asia by area and economic scale, is a key hub for regional integration and cooperation. Its strategic goal of becoming one of the world's top 30 most developed economies by 2050 faces multiple challenges. This report is the Asian Development Bank's (ADB) Country Partnership Strategy document formulated to support Kazakhstan in achieving sustainable development. It focuses on the critical development stage of 2023-2027, responding to the country's core demands in economic, social, ecological, and institutional dimensions.

Cross-cutting priorities include private sector development, gender equality, and diversified regional cooperation.

The report details the strategic implementation pathway, including the cost-sharing mechanism, integrated ADB implementation approach, results monitoring system, and risk prevention and control measures. Based on lessons learned from the previous round of strategy implementation, this strategy adopts a pragmatic and adaptable design.
